Denver’s limousine industry is in an uproar over a little-known Denver taxi and limousine license they say duplicates state requirements and may do little more than generate revenue for the city.

The license, called a Herdic license, has been on Denver’s books since at least 1950. It’s a requirement for all drivers of taxis and limousines who drive passengers on city streets — including at Denver International Airport, with exceptions for hotel courtesy vans and buses, according to the Denver Department of Excise and Licenses.

Penny May, director of Denver’s excise and licenses department, said it’s “not clear what prompted this ordinance to be adopted in 1950, but it’s still on the books, so it’s required.”

To get Denver’s Herdic license, drivers must pay a one-time $50 application fee or a $25 annual renewal fee, plus submit evidence they’ve paid a minimum of $48 per year for the city’s “head tax.”

After Hours/Holidays

After-hour and holiday airport/point-to-point services (Service initiation prior to 6:00am and after 10:00pm) will incur an additional $25.00 surcharge. Holidays include New Year’s, Thanksgiving, Christmas and Independence Day.

Wait Time

Wait time is billed at $15.00 per 15 minute increment, beginning 30 minutes following domestic flight arrival, 45 minutes following international flight arrival and 15 minutes after private aircraft scheduled arrival. Wait time for pre-arranged pick up from all other points begins 15 minutes following scheduled time of reservation.

Additional Stops

For point to point and airport reservations, a fee of $35.00 is assessed for all additional stops. Additional stops, which result in excessive diversion from the original reservation route, are subject to additional fees.
Cancellations

For corporate or airport transfers, we require a two hour notice prior to scheduled pickup time(s) in order to waive our minimum charge. Scheduled, hourly reservations require one-week notice of cancellation. Late cancellations are charged at the respective minimum for that vehicle. No-shows or cancellations on day of scheduled reservation shall result in a charge of the total amount of the scheduled reservation, including chauffeur’s anticipated gratuity.
Mountain Resort transportation is billed at the hourly rate(s) for the respective vehicle and based upon travel time. Rates include all airport and fuel fees. Unless on account, or other arrangements are in effect, Ground Sky Limousines requires a credit card to secure reservations.

To this end, Denver, Colorado based Corporate Choice Limousines management has developed and implemented a comprehensive restructuring program with the main aim to simplify the complicated structure of the CCL group and improve transparency. The interim stage of this project was completed in August 2008, when Company CEO, Andrew Pancroft, established a wholly seperate entity, changing focus from a Colorado “S” Corporation to an “LLC”. The damage done to Corporate Choice Limousines by increased operational costs and the recent trend toward decreased pricing in the market has necessitated the need for improved cost management and restructuring. While aligning the vision of the new entity with economic constraints placed on clients, the goal of the CLS accession is to develop services and pricing that conform to requirements of current users of luxury chauffeured transportation.

Plans for introduction of the new entity included several steps. In August 2004 two important steps were successfully implemented: firstly, formation of Consolidated Livery Specialists, LLC. Secondly, implementing plans for the winding down of Corporate Choice. With the successful January 1 launch of of this new entity, Consolidated Livery Specialists intends to capture market share through aggressive pricing and a strategic business model.

Andrew Pancroft, CEO of CLS Denver, admitted mistakes had been made in previous operations; “Review of the strategic shape of operations came too late after the influx of former cab operators jumping into the luxury trasnportation market with inferior, cut-rate offerings.” CLS Denver’s new operations provide company management better opportunity to track industry trends and market fluctuations.

Thus far, in 2009, the accession and operation of the new entity have a resulted in an increase of 11% over 2008 first quarter revenues of the Corporate Choice operations.

With the approaching close of its second quarter operations, CLS, Denver will evaluate its existing organizational structure and consider whether CLS as a whole would benefit from the accession of certain other operations.

The new legislation bans the use of handheld electronic devices while driving.

However, Prompt allows drivers to perform critical dispatch functions while doing so legally.

Tough new powers to seize vehicles will be given to the Vehicle and Operator Services Agency (VOSA) in a bid to crack down on illegal bus and limousine operators.

The new powers will allow VOSA to seize vehicles with more than eight passenger seats – including buses, coaches, minibuses and large limousines – without a valid Operator’s Licence. They bring the rules governing public service vehicles into line with those applying to lorries.

Road Safety Minister Paul Clark said:

“Illegal bus, coach and limousine operators put the safety of their passengers and other road users at risk as well as creating unfair competition for law abiding businesses. Giving VOSA these new powers shows that we are determined to force these cowboy operators off the road.

“I am also pleased that key players representing passengers, enforcement agencies and the passenger transport industry have shown support for our proposals.”

Acting CEO for VOSA Alastair Peoples said:

“The law is clear that those commercial operators with vehicles with over eight passenger seats need to have a PSV Operator’s Licence. We are already able to issue fines to operators who have not gone through the licensing process but the power to seize vehicles will act as a much more powerful deterrent.

“We are confident that these new powers will allow us to crack down more effectively on dishonest operators who pose a threat to road safety as well as fair competition in the industry.”

The Local Transport Act, which gained Royal Assent in October 2008, introduced the primary powers paving the way for the proposed new regime. Regulations will be laid before Parliament shortly, allowing the new legislation to come into force on October 1, 2009.

Vehicles with over 8 passenger seats used as PSVs must normally be operated by an individual or company that has been granted a PSV Operator’s Licence by the Traffic Commissioner for the traffic area in question.

The powers to impound vehicles will be available where PSVs are used to provide services for hire or reward, but where the operator does not have a valid operator’s licence. Other powers are already available to deal with un-roadworthy vehicles.

The powers to impound Heavy Goods Vehicles (HGVs) have been used by VOSA since 2002; these proposals make slight changes to the HGV legislation to remain in line with the new PSV legislation.

Royal Luxury Limousine was the first company that brought a Gull Wing (others call Jet Door) limousines to the East Coast. The Volvo Car Corporation has now extended the 760 GLE model and presents two new exclusive versions, the Volvo 760 Limousine which is 800 mm longer than the 4800 mm of the original version, and the Volvo 760 Executive which is 150 mm longer. In both cases, the result is an abundance of extra space in the rear of the car and wider rear doors which facilitate entry and exit. In the Limousine version, the rear doors are 15 cm wider than those of
the standard 760 GLE.

In addition, there is a 65 cm long section between the front and rear doors which includes an extra window. The side window mouldings extend over the front and rear wings, adding to the sleek attraction of the car. Rear quarter-light panels replace the rear side windows, giving the car classical limousine lines and improving rear seat privacy. The headroom inside the car is 20 mm higher, giving added spaciousness and a pleasant atmosphere.

Extended comforts – The Volvo 760 GLE is an excellent platform for the development of a limousine. The lines of the car are also harmonious when extended. The body engineering is ideal. Safety and comfort are built in from the
very start, says Bengt Hamsten, chief engineer at the department within Volvo responsible for the development of special vehicles, including the Limousine and Executive.

When Volvo develops a car of this stature, it is not just a question of extending an existing model. – An 80 cm increase in length, and a great deal of long-distance use carrying high loads, are among the factors which make entirely new
technical demands on a limousine, compared with a normal 760 GLE, says Inge Persson – responsible at the Volvo Car Corporation for the design of special vehicles.

Body and chassis adaptation
The body has been reinforced and stiffened to give the Limousine and Executive driving characteristics which are very similar to those of the basic Volvo 760 GLE on which they are based. The wheel suspension has also been adapted to enable the springs and shock absorbers to withstand the extra load which can be expected. Other modifications
including reinforcement of the axles, up-rated brakes, and 14″ wheels with full-profile tyres.

For rear seat passengers, there is an abundance of leg room. Comfortable, plush-upholstered foot cushions which can be moved on burr fasteners are provided and facing the rear seat are two folding extra
seats for a hostess or interpreter who need to sit facing the rear seat
passengers.

Interior and equipment
Blue plush dominates the interior. The standard equipment includes special courtesy lights in the lower edges of the doors, reading lamps, and a rear window drape for added privacy and protection against sun
glare. The remainder of the specification is the same as that of the 760 GLE – including air conditioning. There is ample space for a great deal of extra equipment. A car telephone can be installed in a compartment in the centre armrest, and
between the two extra folding seats there is space to accommodate, for example, a TV set, a bar cabinet or a personal computer.

Wide doors for extra convenience
- The extra width of the doors, their large opening angle and design provide those sitting in the rear seat as well as for those using the rearward-facing folding seats with the greatest possible comfort when
entering or leaving, says Inge Persson.

The front space and seats in both the Limousine and the Executive are the same as those in the standard Volvo 760. This means that the spaciousness of the rear passenger area has not been achieved at the cost of the driving area.

The Limousine and Executive are partly handbuilt and are excellent
examples of how craftsmanship can be combined with modern production
methods.

- We have manufactured special pressing tools for the individual components. This means, for example, that the extra-wide doors are not jointed, they are single, original pressings, continued Inge Persson.
Executive – plus 150 mm.

The Executive is the name of the shorter of the two extended versions. The wide rear doors and rear quarter sections are identical to those of the Limousine version. In the Executive, the extra length comes from the extra wide doors, no other extensions having been made. The Executive does not have the fold-out seats – but does have an abundance
of leg room for rear seat passengers.

Both the Limousine and the Executive are already on the Swedish market and it is expected that they will soon make their debut on other markets. The new Volvo 760 Limousine and Executive are not Volvo’s first entrance into the “limousine” sector. Their predecessor, the Volvo 264 TE, is doing stirling service today in the ownership of a large number of companies, in diplomatic circles, ministries and hire car fleets.

the TLC. Since 2007, the cost to vehicle owners for the in-vehicle camera system and its
installation has averaged $800.

2. Any options to the existing in-vehicle camera systems are available that would be an
improvement over existing technology. These options must meet and\or exceed current
TLC specifications and requirements.

3. Current TLC specifications and requirements can be improved upon.

 Note: Options provided under Item 2 should include an estimated cost for the unit and
its installation as well as technical specifications to allow for cost benefit analysis and
comparison to existing systems. TLC understands that costs are estimated and not
final, and are subject to change.

TLC invites interested parties to submit:
1. Suggestions, proposals, or alternatives to approved camera models and installers that
bring down the cost of purchasing and installing an in-vehicle camera system, and at the
minimum, comply with TLC’s specifications and requirements.

2. Suggestions, proposals, or alternatives that improve upon TLC’s current in-vehicle
camera specifications.
